The New Chemical Management system enacted by Ministry of Environmental Pretection of China is not applicable to Hongkong or to Macau or to Taiwan.

Hongkong and Macau have no their own management system for NCS.

Therefore no NCS Registration requirement if to sell chemicals to Hongkong or Macau. While NCS Registration is needed if to export the NCS from Hongkong/Macau to mainland China.

Taiwan is developping its own system on NCS Registration. In the future NCS registration will be needed when selling NCS to Taiwan.

If to export NCS from Taiwan to mainland China, yes NCS Registration is needed.
