Beijing Administration of Work Safety has highlighted 35 hazardous chemicals of priority safety concern ((see Attach 1) in Notice No.62 (2013)) based on the role these chemicals have played in recent industrial accidents. Beijing based companies which manufacture or utilize these chemicals must now implement management protocols to ensure these chemicals are handled safely.

Manufacturers should designate major hazard installations for dangerous chemicals in accordance with GB 18218-2009, and fulfill obligations under SAWS Order 40. In particular they must ensure processing and production facilities and piping systems are all tested in addition to assessing the environmental effects of the 35 chemicals have passed safety estimation conducted by accredited agencies. All hazardous chemical operators must be well trained and have sufficient knowledge and skills to prevent accidents and cope with emergencies. Failure under any of these criteria will require immediate rectification or failing this cessation of activities.

Beijing has also earmarked the standards governing liquefied ammonia users for a thorough rectification. Stakeholders including food/drink manufacturers, storage and logistics and skating rink suppliers should acquire all the required licenses and certificates.
