China Ministry of Environmental Protection issued on April 1st of 2013 at its website, 4 supporting documents for environmental management on registration of hazardous chemicals. Details are as below.
While catalogues including 'Catalogue of Key Hazardous Chemicals For Environmental Protection' are not published in the meantime. It means, the registration is not able to be implemented yet.
Impact to companies: companies impacted by this Regulation are companies in mainland China that produce or use hazardous chemicals listed in these related Catalogues. For Importing/Exporting companies, there is no new impact (still to follow the requitements for ‘Severely Restricted Hazardous Chemicals For Import and Export’)。
Countermeasures which companies are recommented:
Companies not producing/using chemicals listed in 'Catalogue of Key Hazardous Chemicals For Environmental Protection' only need to fill in a Registration Form. There is no technical difficulty for filling in the form, a technician of company can finish the work.
Companies producing/using chemicals listed in 'Catalogue of Key Hazardous Chemicals For Environmental Protection' need to compile a Risk Assessment Report by following the newly enacted Guideline (linkage is given below) by competent organization. You may contact Randis for help.

根据《危险化学品环境管理登记办法（试行）》（环境保护部令第22号），我部组织制订了《危险化学品生产使用环境管理登记申请表》、《危险化学品生产使用环境管理登记证变更申请表》、《危险化学品生产使用环境管理登记证参考样式》和《重点环境管理危险化学品环境风险评估报告编制指南(试行)》等四项实施配套文件。现印发你们，请遵照执行。
