'Catalogue of Dangerous Chemical, Ver. 2013 Draft for Comments’ was issued by SAWS on September 26th at its website www.chinasafety.gov.cn/newpage/Contents/Channel_5826/2013/0926/220588/content_220588.htm  .

 

Comments can be submitted to SAWS before October 31 of 2013.

 

The draft catalogue includes 2936 chemicals (less than 3777 chemicals in version 2002), including substances and mixtures. Most of the chemicals in the Catalogue are substances, only a few are mixtures. Especially the last one: 'Synthetic resins, paints/coatings as well as their auxiliary materials and other preparations that contain flammable solvents[closed cup flash point ≤ 60 ℃]' includes almost all flammable liquids.

 

The Catalogue also explains the criteria of Dangerous chemicals, which is based on the 28 classs of GHS. While some Catagories of GHS are excluded. For example, chemicals with only Category 4 and 5 for acute toxicity are not classified as Dangerous Chemicals.

 

Detailed adoption of GHS Hazard Class/Category for Dangerous Chemicals is as below:

I   Physical hazards

•Explosives: Unstable explosives, Division 1.1, 1.2, 1.3, 1.4

 •Flammable gases: Category 1, Category 2, Chemically unstable gases Category A, B

 •Aerosols: Category 1

 •Oxidizing gases: Category 1

 •Gases under pressure: Compressed gases, Liquefied gases, Refrigerated liquefied gases, Dissolved gases

 •Flammable liquids: Category 1, 2, 3

 •Flammable solids: Category 1, 2

 •Self-reactive substances and mixtures: Type A, B, C, D, E

 •Pyrophoric liquids: Category 1

 •Pyrophoric solids: Category 1

 •Self-heating substances and mixtures: Category 1, 2

 •Substances and mixtures when in contact with water emit flammable gases: Category 1, 2, 3

 •Oxidizing liquids: Category 1, 2, 3

 •Oxidizing solids: Category 1, 2, 3

 •Organic peroxides: Type A, B, C, D, E, F

 •Corrosive to metals: Category 1

 

II   Health hazards

•Acute toxicity: Category 1, 2, 3

 •Skin corrosion/irritation: Category 1A, 1B, 1C, Category 2

 •Serious eye damage/eye irritation: Category 1, 2A, 2B

 •Respiratory or skin sensitisation.: Resp sens 1A, 1B, Skin sens 1A, 1B

 •Germ cell mutagenicity: Category 1A, 1B, Category 2

 •Carcinogenicity: Category 1A, 1B, Category 2

 •Reproductive toxicity: Category 1A, 1B, Category 2, Additional (effects on/via lactation)

 •STOT - single exposure: Category 1, 2, 3

 •STOT - repeated exposure: Category 1, 2

 •Aspiration hazard: Category 1

 

III   Environmental hazards

•Hazardous to aquatic environment - acute toxicity: Category 1, 2;

Hazardous to aquatic environment - chronic toxicity: Category 1, 2, 3

•Hazardous to the ozone layer: Category 1

该《目录》包含2936种化学品(少于2002版的3777种)，包括物质和混合物，但绝大部分是物质，仅有少数几种是混合物。但最后一种是‘含易燃溶剂的合成树脂、油漆、辅助材料、涂料及其他制品[闭杯闪点≤60℃]’，则囊括了几乎所有易燃液体。

 

该征求意见稿还解释了危险化学品的划分原则：基于GHS的28项分类，但项目中较低危险的类别则不包含。比如仅具有急性毒性类别4、类别5的化学品，则不划分为危险化学品。
